what is devhook?(psp)?

ok i am new at this psp stuff and i want to know what is devhook and what does it do?

if you have firmware 1.5 on your psp, devhook allows you to emulate firmwares up to 3.01. this lets you have a web browser and play UMD’s that require higher firmwares while still keeping the homebrew friendly 1.5 version.
